ProfileJustin Bland is the Director of Commercial Waste Zoning at the New York City Department of Sanitation (DSNY). In this role, he is responsible for developing and implementing a franchise system for the collection of New York City’s commercial waste and recyclables over the next five years. Prior to this, he led DSNY’s strategic planning efforts and produced the first comprehensive strategic plan in the agency’s history. Before DSNY, Justin worked as a budget analyst for the New York City Independent Budget Office (NYC’s version of the US Congressional Budget Office) and as a statistician for the US Census Bureau. He holds a masters of science in city and regional planning from Pratt Institute.
