Robert Swain currently serves as the Acting Manager of Public Works for the City of Grand Rapids, Mich. He has been supporting the community in the same department for the last 10 years in a few roles. He helped launch a successful “pay as you throw” collection system, and more recently was the project manager of a grant-funded campaign to reduce recycling contamination.
