In 2015 Jay Wheeler founded Underground Refuse Systems Inc. In 2015 Underground Refuse Systems Inc. obtained the exclusive license to Italy’s Nord Engineering patented underground solid waste containment and collection technology that has been in use since the 1990’s in Italy, France, Spain, Turkey, Peru, Argentina, etc. In 2016 the city of Kissimmee Florida and Underground Refuse Systems entered into a Public Private Partnership(P3). In 2017 downtown Kissimmee became fully operational with the Underground Solid Waste system. Kissimmee has since extended this agreement through 2025.
Currently Underground Refuse systems has a second P3 with the city of Ennis Texas. Ennis and Clearwater Florida have both deployed this technology in an effort to be more efficient and beautify areas of their cities. Kissimmee, Clearwater, and Ennis are all fully operational and expanding use of this
technology. Jay Wheeler is a “recovering” elected official having been elected 4 times from 2002-2018 serving on the Osceola County School Board in Florida. Jay has attended Ithaca College and Kent State University. In 2019 Underground Refuse Systems inc. graduated from the University of Central Florida Business incubator.
