Eugene Tseng is an Environmental Engineer / Attorney with 50 years of design, regulatory, and construction/operational experience with MRFs, transfer stations, and Alternative/conversion technology facilities. He holds various process patents on new construction materials made from the recycled feedstock. Eugene is the Founder/Instructor of the UCLA Extension’s Recycling and MSW Management Program, and is an Environmental Law professor and Environmental Engineering professor. Dr. Tseng was a Charter Member of the U.S. EPA’s National Advisory Council for Environmental Policy and Technology Transfer, and assesses environmental technology on behalf of the US government and private industry. Eugene developed the City of Los Angeles Local Enforcement Agency and has served as their legal and technical advisor. Eugene has been assisting in the oversight of the commercial contract compliance (waste composition and diversion calculation database tool) and enforcement infrastructure for the City of Los Angeles’ commercial franchise contract. Most recently, Eugene has been working with NASA/JPL, Carbon Mapper and RMI in establishing an international network of satellites to monitor methane emission and develop technical assistance programs for mitigation.
