Engineer Pagan is the President of Asesores Ambientales y Educativos a corporation, providing engineering and environmental consulting services to government and private corporations. His experience includes the Development of Solid Waste Regulations,
implementation of Waste Characterization Studies and overseen of the formulation of a Comprehensive Solid Waste Infrastructure Plan for Puerto Rico. He initiated his professional career as one of the first environmental engineers at the Environmental Quality Board and transitioned into the pharmaceutical industry as Environmental Manager.
He worked as Vice President and General Manager of a major recycling facility, before been appointed as Executive Director of the Solid Waste Management Authority and later as Secretary of the Department of Natural and Environmental Resources by the Governor of PR.
At said jobs he coordinated all environmental programs with the federal government. Holds over 50 years of experience in the environmental field in PR and the Caribbean.
