Colleen Foster’s established record of experience within the public and private sector for over the past 20years, is highlighted by multiple achievements as it relates to Zero Waste initiatives, climate action planningand implementation, program development, outreach, legislative compliance, budgetary oversight, andcontract management. Ms. Foster is the Vice President of the California Product Stewardship Council, a pastpresident of the California Resources and Recovery Association, and a Board Member of the NationalRecycling Coalition. Ms. Foster is an awardee of the “Top 40 Under 40 Award” for Waste 360. Ms. Fosterholds a Bachelor’s of Arts Degree in International Relations with a focus on Sustainable Development in LatinAmerica from the University of California at Davis, and a Master’s in Environmental Law and Policy fromVermont School of Law. Ms. Foster also holds professional certifications in Water Management andLeadership from Cal State San Marcos, and Recycling Manager, Zero Waste Practices (educator) and CompostSystems Manager from the Solid Waste Association of North America.
